throttle cables

hi.
previa 1998.
I have two cables attached to throttle body.
one comes from acceleration pedal.
where does other one go to.
seems to stick on my when j press accelerator .
it kinks upwards without fully returning.
my car aldo on cold start kacks power

thanks. I have no criuse control. will the kick down affect the running of the car. do you know hiw I can get the cable loose. I have already tried wd 40. but cant locate other end of cable.
