yes cold air intake. wont make a difference unless your car is moded to the point where it starves for air. you dont even feel the slightest tingle in your butt. but if your getting it for the sound then go for it! :). And for second question, Lift kit

look into some independent studies to see which CAI gives the best gains. K&N is the typical sustem used but people dont typically know that they cause loss in performance in some applications. K&N reports larger gains then actually happen
