99 gmc sierra z71

My 99 gmc has a 5.3 it wont rev over 3000 rpms. It
did idle ruff but idles fine now after i have replaced
intake gaskets, fuel pressure regulator, tpi sensor,
egr tube, complete tune up plus changed coil
packs. It has a check engine light on and the cpu
wont scan or reset and the fuses are good cigar
lighters all work! Grounds are all good, plus i just
cleaned the maf sensor and idle sensor
