i want to buy a 1989 trooper. guy says it has no power and will only go 20 mph. he has replaced plugs and cap to no avail. Any ideas??

My idea is if you are thinking about buying it but have to come here for advice, you don't need to get into this headache. You clearly are not going to be able to work on it.
