2005 Accord Turn Indicator Short

Question type: Maintenance & Repair

When my headlights are off, and the car is on, my left turn indicator functions
fine...when I put on the right turn indicator, all four flashers flash, but the right
side are brighter.  When the headlights are on, the right side turn indicator
lights, and the dash light, come on.  Neither turn indicator will flash, nor will
the four-ways.   Pulling the flasher relay does not shut off the right side turn
lights when the headlights are on.    My mechanic is stumped.
