My car starts their is no power on pedel seems to
be running rich on fuel black smoke smells like fuel   
egr valve ruled out cleaned and in working order it
tics over in idle no revs when applying presure on
pedel

Sounds like a problem with the Throttle Positioning Sensor. Should have the vehicle scanned for any trouble codes. This should let you know what to look at for repair.
