(2009 Volvo XC90) There is black powder that gathers on my paint around wheel wells...is this the brakes? And is it. A problem?

Sounds like it is brake dust. It is normal to have some around the wheel wells. If your brakes are operating properly and not making any squealing noises I would not worry about the dust.
