'99 Prelude power steering problem

My steering wheel 'play' gets rough every year when the temp drops.  Moving the wheel beyond the 11:00 and 1:00 positions requires extra effort.  Seems like it's more than just fluid. Ideas?

Could be that the fluid viscosity due to the cold is causing extra effort for a worn rack and pinion or P/S pump. Have the fluid pressure checked and maybe consider checking the rack for leaks.
