I have a 96 Honda accord se

I have almost no brakes and low
pedal  even after replacing pads and
shoes and master cylinder then bled it
3 times . I have a solid flow of fluid at
each wheel

How are the caliper slides? I have seen a stuck slide (under the rubber boots where the caliper bolts mount that seize and when they do you may be able to replace the pads and bleed the system but the pedal feel will be poor and have a low pedal.

As long as you have no leaks anyplace, I would just finish a COMPLETE brake job by replacing all for calipers. It is a good bet that you have at least one of them hanging up, so just spend the money and replace all four. That should clear up your problem.
