I have a 96 prelude, which is a 1992-1996 model but mine is a obd 2. Can i just put a 1997-2001 model in it my car without getting it register with BAR?

Not sure what you are asking, but 96 and up are all obd 2 computers. Each one is programmed for specific model & year vehicle. 1997-2001 would not work. 1992-1996 would work. Some times you would need to go to the dealer and have it flashed to your cars specs. if replacing with another one from those yrs.

1992-1995 is OBD 1 and 1996 is a OBD 2. do I need to so anything to the motor if I get a 1992-1995 motor to put in my 96 prelude?

Not worth putting in a OBD1. Were did you come up with 1997 to 2001 ecm? I am thinking now that you could have that one flashed at the dealership. Have you gone and asked them if they could? Also i don't know what you mean by registered with bar.
