No speedo,check engine light,revs up and down

When first taking off,car will lightly rev up and down when letting out of the gas. After
driving for a few miles check engine light will pop on then about 10 to 15 mins later the
speedo starts working again (check engine light remains on). Car stops reving up and
down. Speedo will sometimes flutter up and down.

Speedometer?? or tachometer? read this : http://honda-tech.com/honda-civic-del-sol-1992-2000-1/93-civic-revs-1100-2100-rpm-up-down-constantly-2929891/ and register with Honda Tech this is by far the best info on the netr.

I guess speedo cause i can just hear it and feel it. I can hear it reving up and feel the car pull a little bit. Its very subtle though and only does it a few times not the whole time im letting out of the gas. Does that make sense? Lol
