2010 Elantra one headlight is very dim, the other is very bright. BOTH very bright on Highs. Is this "module" which controls running lights??

one headlight is very dim, the other is very bright. BOTH very bright on Highs.
Is this problem  the  "module" which controls running lights?? This car came to
Canada through the U.S. in the days when all cars had to have "running" lights
on all the time.

Did you check the ground wire for the lights?
