My 2000 Hyundai Elantra GLD caught some rust on the left rear fender. Is there a way of effectively removing it and how do I prevent this from happening on the right rear fender?

move out of the rust belt. Buy a non-rusted beauty. Rust belt cars will only last about eight years, so any fixes will disappoint (bondo, etc.) come the following season~ get out of there. California is beautiful full of beautiful people sunny everyday and pleasant non-salt cars are glorious, it's here babe~
To permanent remove rust, sand or grind it away. If there is metal left, prime and paint. If there are holes, weld the holes shut or weld in new metal.

Is there a vehicle body-work expert in your area ? He can deal with that easily. That's minor work for him.
rust comes from inside out,get behind the area and rinse all salt residue ,coat if reachable ,spray oil if not, the good side that is, blistered paint is pinholes rusted thru , not so minor once ground and prepped,
