what are the plastic deflectors that hang in front of the front tires on 2013 fusion

2013 fusion has plastic deflectors in front of the front wheels. What purpose do they serve. I live in an area where winter ice and snow could break these off. It does not look like they would be very cheap to replace.

I noticed that yesterday while another tech was outfitting it with radios and a GPS. I'm going to look into it.

I'm pretty sure those are tire or wheel "spats" or deflectors. They improve air flow around the tires without increasing drag.
