You can do a voltage test to make sure it is getting power, and you can do a fuel pressure test and compare it to factory specs with a fuel pressure test gauge.

i could give you a much more detailed way of checking the pump if i knew what kind of vehicle it is

1. the fuel pump doesn't run at all? or your not sure? 2. whats the pressure if the pump does run? if it runs it still needs to be at least 30 psi. Key On Engine Off (KOEO) 3. if it doesn't run can you hear the fuel pump relay click? under the hood inside the electrical box next to the air filter assembly. 4. has the inertia switch been tripped? its inside the trunk on the passenger side usually. might be behind carpeting. 5. does the check engine light light up on the dash when the key is turned to the KOEO position. 6. fuel pump fuse is not blown and power is present there. KOEO start with those and answer me back soon, hope its a good start
