want to buy a 2013 honda civic for my college daughter when is the best time to buy when they are at the cheapest price

that would be the "year-end" sale, would have to check your local dealership, as color and interior options may be limited to what he's got on hand/impound returns for the cheapest price~

They probably wont be on sale its still 2013 there not desperate to get rid of them yet to make room for 2014's. i would wait till late in the year perhaps if you want the best deal

Sometimes when they change to the new model year, IF the manufacturer has miscalculated and built too many, they may offer (in Honda's case) a dealer incentive (as opposed to a customer rebate). Manufacturers have gotten better at matching supply with demand, however, so there are less rebates/incentives than there used to be at model year end (which is not to be confused with the calendar year end). Hit that "New Car" button on the blue bar above. Look for 2012 Honda's and see if they have any left over from last year.

Civics are about all that are left for 2012, and that is only because they did an early mid cycle refresh of the vehicle for 2013 because the 2012s were so poorly rated in Consumer's Reports and other publications. So now is definitely NOT the cheapest time for a 2013 Civic, since they still have 2012s to unload. Mike FromCarToFinish.com

@ tenspeed: Possibly, if he's ok with the remaining 2012 inventory to choose from. There's $1000 dealer cash currently on 2012s, until 4/30. But he mentioned he was looking for a 2013. I would also consider some competing models in this category, as there have been some redesigns that have greatly improved some competitors, although the 2013 mid cycle refresh of the Civic did improve some of the issues of the "all new" 203 Civic.
