Check your trans fluid levels. Then check your AOD's throttle pressure rod or cable. The AOD transmission that is in your CV does not have a vacuum modulator, instead it has a cable that runs from the carb/throttle body to the trans. The plastic grommet that hold it in place get brittle with age and heat and breaks apart. This rod/cable is what controls the shift points. It is circled in red in the pic:

Check fluid level? Is the fluid nice and red or dark red, orange, or brown? If the other things are ok, then it might be the shift accumulator or other pieces in the valve body of the trans.

Have you found out what the problem was? I have exactly the same problem with mine crow vic. Already checked the cable.
