2006 jeep liberty windows and horn stopped working at the same time

The horn started honking on it's own one day so I disconnected the battery. The
next day I reconnected it and now the horn won't work at all. And neither will any
of the power windows

Sounds like your horn was shorting. You disconnected the battery and reconnected it, which caused the fuse to blow. Yes, your 15a fuse is shared by power windows and power sunroof.
