the rubber seal around it is bad,all you can do is get another HB.no way to fix this,use it for scrap metal weight.
You need a special puller and a couple of sockets. The puller can be found at any parts store. The bolt on the crank might need to be broken free with an air ratchet. The rest should go very easy.
