The strait answer is NO part time is for off road/loose surfaces, you could damage your transfer box if you use it for any length of time on paved surfaces, full time gives a split ratio between front & rear axles. for road or hard surfaces.

No driving in part time is for off road snow loose gravel etc & you need to keep your speed down, if you drive your jeep in part time on tar mack you will damage your transmission, try. driving at 5-10 mph while trying to move back in 2 wheel or full time mode, lack of use can cause the tranmission selector to partly seize up, keep working at it until your shift lever moves but don't force it too much, my jeep was owned by a lady who properly never went off road or used it, mine stuck in 4 wheel part time I did what I have written above & used it it now selects & de selects with ease,

It sounds like it's been forced as they are known to seize up through lack of use, if you get under the vehicle ( handbrake on wheels chocked ) you should be able to see the linkage on the side of the gearbox, you might be able to see something loose or broken or try to lever the linkage into another position, remembering there is 2 W Drive 4W drive full time, transmission netrual & part time, that is provided yours is automatic ?
