try having the switch replaced. 50% of the time during or after cold weather moist will get into your switch and pull it apart when it freezes.

after reading what KBelcher posted, link http://www.cargurus.com/Cars/Discussion-t41581_ds631199 I looks like several VW design issues bugs, conspire to cause low voltage to the bulbs. Low voltages on bulbs causes , high current to flow in the bulbs and over time they burn out faster. Thus VW replaces them for you at 1 hour of labour., for a $14 bulb. Of course you could wire a relay, and fuse off the battery, to the bulbs and use the , lights power to power it up. Over time the cost of the relay and fuse, and a bit of wiring would, be cheaper then the visits to the VW to replace the bulbs.
