Thermostat or gasket?

Your overfilling it ... every time the radiator puts the coolant from expansion it overflows the coolant tank ,,, then when the engine cools it sucks the coolant back into the engine minus what you added that overflowed so the tank looks like it did the last time you filled it

some small motors can take a long tome before the fans come on , some will click on when the ac, gets turned on ,, I would watch the temp. gauge it should reach operating temp. and stay there
Only fill the coolant bottle to the indicated "HOT" or "COLD" level. This level is usually imprinted on the bottle. If you are doing it properly and not overfilling it there may be a coolant leak or the coolant could be going out the exhaust via a bad head gasket or cracked cylinder head. A cooling system pressure test should reveal any leaks you may have. How many miles on this Honda?
