It sounds like there is a short in the radio. My suggestion get a new radio. If it is indeed "off" and you're getting static from the sound system, power is still getting to the radio which means the is a power short.

I have this exact problem. How does one replace the radio and the short? At one point, I thought the radio was draining power b/c the battery kept draining and my car wouldn't start. Can you point me to some step-by-step instructions on how to remove the console and replace the radio/fix the short????
