how do i fold down and secure backseats on my 2015 jeep wrangler?

when the back seat is folded down they flop around while driveing.

I went to page 165 and I think I am not seeing how to secure the back seat from flopping while driving. I see how to fold it up and how to remove it but I was also wondering if there was something to prevent the back seat from flopping down when you take off from a stop.

so frustrating, i want it to stay up when folded too! it keeps scaring my dogs and me! I guess we just have to rig it somehow
