by default the tail lights shoud be on when running lights are on at nigth?.

Late last Thursday evening, I was driving on 50 over when my friend saw from his car that my both tail lights were not  on by default, I had to turn on the lights from the interior of my car.That is a problem because when I turn off the car I need also to turn off the lights.
