only one low beam light out

2016 town & country, the passenger side low beam is out. High beams work
fine, replaced the bulb but still not working (have separate low & high beam
bulbs on my model). Unsure if it would be a fuse or a more complex issue

Thanks, I took it to the local Chrysler dealer and they say it is the ballast and it would be around $800 to repair. Does this sound correct? It seems excessive for a part that looks to only cost around $100.
