Why does control know NOT shut off fan or light for inside vents?

Camry LE 2016. Every time I start car, the light is illuminated in the panel for inside air vent circulation and there is a little air blowing in from side vents. I cannot shut this off even when know is turned all the way off. Is repair needed?
