I went to look at a M235i xdrive 2016 BMW convertible, Certified Elite. To my surprise, the CPO inspection report was not completed. Is this normal procedure? I've never purchased a CPO before.

Yes, he rattled on about majority of it being complete and just routine running it through their service center and about replacing a wheel. I asked what is wrong with the wheel, he did not know. At that point, I wasn't going to have him go to service to find out. Now if i would have actually been going to purchase the car, I would have pushed the issue further. But my question was, if you are advertising a car as Certified Elite without a full CPO report, isn't that false advertising? That's why I asked, is this the norm, I've never purchased a CPO before, only brand new.
