2006 F450 trailer pigtail power loss

I have a F450 xlSuper Duty that hauls our chipper.  
The brake and turn lights on the tow plug outlet are
NOT energized but the running lights and ground
are good.  All fuses seem to be good- where
should I be looking next?...

There was a short of the main power wire on the trailer side of the pigtail...
