Repair or replace the rear "airspring" or connect a line that's come undone or is leaking and the aircompressor (you know the sound is it functioning) listen for the burrrr tone might have stopped after 20 years they wear out..But these are very well designed and worth repairing unless the car is a beater or rotted out.
