Any new key would need to be mated to the vehicle's anti theft system, so you're looking at impressioning to cut the new key and then reprogramming the anti theft to accept it, not going to be cheap.

"Try out keys" and "jigglers" might open the lock, but you have to buy a set per manufacturer, which would be cost prohibitive for a one time use. A tow company might have set of these or other lockout tools. If you want to tow it yourself and you absolutely have to have an ignition key, try either: contact the dealer and see if they can cut a new key from the VIN, or contact a locksmith and have them cut a key by impressioning. These keys will just be on the proper blanks but not chipped, so basically a valet key. Since you aren't planning to start the car, then you could also disassemble the column and remove the lockout.
