Cutting out up hills

At the car 5 months ago very low mileage but the
water I'm constantly refilling the water in. 2 days
ago I put only water in it and not antifreeze and it
was below freezing,  it now cuts out up hill mostly.  
Is this because no anti freeze

May want to run a compression test, loss of compression means loss of power, and could also be where the coolant (or in your case, water) is going - out the exhaust.

that v8 ,not worth repairing , water entering a cylinder by now to much damage. and getting worse
