How do I open the inside fuse box to change the fuse for the cigarette lighter in my 1996 Mercury Grand Marquis?

Question type: Maintenance & Repair

My cigarette lighter no longer works and my son is going insane on long car trips without being able to charge his iPad.  I read the manual and know which fuse to try and replace, but I cannot figure out how to open the box!  Is there a secret to this?  The manual does not even talk about opening it, only to open it and change the fuse.  I have tried to find instructions online, but all I can find is information about which fuse, not how to open the box.

Thanks, but I know where to put the fuse, I just can't open the box to get to the fuses! I'm attaching a picture, it says "pull" on both sides, but I pull, push, whatever and it doesn't budge at all.
