How do I tighten the power steering belt on my 1991 Mazda pickup?

I've loosened the tensioner screw but the pulley does not move.

You have to loosen the bolt on the pulley itself.... then on top of the pulley bracket there is an adjustment bolt to adjust the tension. This raises or lowers the idler pulley...
