Won't Start

My moms car was cranking over slowly so I
replaced the battery thinking the battery was losing
cca. Did not fix the problem seemed to get slower
and eventually in the middle of a snow storm of
coarse wouldn't start.  Acted as if the battery were
dead tried jumping and even putting a new battery
in still sounds and acts like the battery is dead?

First clean the battery cables both ends, if that doesn't help replace the starter.
