is there a way to test it out of the car

You can bench test a torque converter but it takes special tools like a stopper for the stator and a handle to turn the rotor to see whether the one way clutch works. These are specialist tools that are specific to the torque converter and not likely to be easily available. Best test is still in the vehicle as the load on the converter is a lot higher than when you manually apply a load.
