since you have already checked the fuses and replaced the motor, have you checked for voltage and ground?

i have replaced the multifunction switch and check all the wires for continuity. the only wire that doesn't seem to be getting power is the red one on the wiper motor. i looked at a schematic and according to it that wire runs from the wiper motor to the interval governor. any ideas on where that is located on my 91 ford taurus V6 3.0(NOT an SHO)

The interval governor (aka wiper control module) is located under the dash near the steering column. It is connected to a bracket with a few other modules, but is the largest module on the bracket. The module is black plastic, about 4" x 3" x 1-1/2" in size and is connected by a grey plug on one end.
