99 lexus rx300

Ive got 99 Lexus rx300 replaced motor in
10/2015 was breaking it in when I was
shipped off for lil over a year now back need
to be back on road after checking everything
over tried to crank an no luck so started
checking n listening didnt hear fuel pump so
replaced it and cleaned out rust n trash out
of tank looked over everthing again and tried
to crank again had friend come helo look n
listen tried it again no luck it is turnning over
but wont crank noticed security light
flashing without key but stops when I put
key in ignition. Any info will appreciated
