I had this on a 97 Avalon and I chased a few parts until I found an issue with B1S1 wiring harness from a shop that had done some work on the rear valve cover gasket. They pulled in the wiring and internally broke a wire. It was not visible.
For less than $20 you can change the heat control sensor. It's located next to the temp gauge sensor. It's on the passenger side of the engine. I had to unplug one of the sensor's to figure out which one controls the "Gauge" inside on the dash. Then change the other one. The sensor tells the computer what temp the engine is running at, and your 3rd gear issue should go away. DIY type of job. Install with plumber's tape, to insure it will not leak.
