The manual doesn't reccomend using a towbar on my is250

I want to very occasionally tow a light trailer

The tow bar is for 4 down towing or pulling your car on the ground without a trailer, If you want to tow with your car you need to install a tow hitch and like you said a light trailer, like one sized for a riding lawn mower or ATV.

Best thing to do is have the boat stored on site at a marina, they can store it under shed or in a slip in the water and use a tractor or truck to launch for you when your ready.

25k for the boat then store it or buy a truck and if no money to do that then buy a cheaper boat. It just is not safe to tow or launch a boat in the Lexus IS250.
