Can I install an after market radio by jus splicing the wires

I have an after market radio and was told the factory radio is conected to the onbaord computer and if I cut the radio wires it would set off the air bags. Is this true? Normally I just splice the wires and go.

Typically it is recommended that you disconnect the airbags during any electrical repair in order to avoid a short which could set the airbags off. I would try to find a harness that will attach to the factory harness and to your aftermarket radio and it shouldn't be a problem. You should be able to simply disconnect the battery while working on it and be safe, but you may want to pull the fuse for the airbags as well.
