Front brakes

Put new brakes on the front and the brakes stay on
when I release the brake pedal  what causes this
how do I fix it?

What causes my brakes to stay engaged when I release the brake pedal and also can't turn the rotors by hand it's as if brakes are holding it also they get hot to the touch
