The lever is either attached by a screw or a clip. If there is no visible screw or cover, it is likely attached by a clip on the handle. Can you post a picture? it would help.

There was a screw and it one time I could grip some pliers onto the screw and work it that way but it's since been stripped.

You could try some vice grips but it sounds like you may need to have the seat repaired by an upholstery shop.
