bad wheel cylinder or flex hose, may even be a problem with the e-brake for that wheel. Service the brakes and replace the flex line, then bleed the brakes.

just a question...was this a problem that just happened suddenly? where you have any rear wheel issues prior to this happening?..does it lock up while just driving down the road on its own,or when you step on the brake? aslo in complete agreement with KenF
Rusted backing plate , Broken hardware , lining came un-bonded from the shoe are just a few of the possible things , Your best bet is to pull the brake drum off and look
