what is least amount of repairs that must be done for my car to pass the rebuilders inspection in TN

I wouldn't think every little cosmetic issue, no. BUT they will insist that the hood latch and safety catch are in good working condition. No broken light lenses, that's not cosmetic.

The hood and all light are good. The car is drivable and works fine, would this be grounds for it to pass. I personally don't care if the cars hood is wrinkled. lets just say if the title was rebuilt I could drive it without worrying about a traffic ticket.
