l300 saturn wagon. gas smell. can't find leak. do we drop the tank to look for it. could it be the carburetor?

More like a leaky injector or fuel rail or fuel regulator. Check if you have any OBD codes set, problems with the EVAP system can give a gas smell but you would also set a code or two. BTW you have a throttle body, not a carburetor.
