your battery is OLD and not offering the full potential...get a NEW battery....refresh the main ground connection with a wirebrush....1/0awg cable to chassis....this one serves the startermotor and all systems needs to have a three hundred cold cranking amps potential~ with the new battery and refreshed ground connection, the relays will operate normally and your lights WILL turn off~
Umm....are we talking about Daytime Running Lights (DRL's) here?? Just thought I'd ask to be sure. If so, they are designed to stay on while the car is turned on.

I REALLY believe that DRL's were invented because we got so many inept drivers who completely forget to turn on your lights when it gets dark ..BUT they DO also provide an extra modicum of safety during the day...as your car will be more noticeable to other cars around you. I'll give you an excellent case in point, Judge...last week whilst driving home in my convertible at night, I saw 3 guys in another convertible with NO lights on (not even parking lamps)...They were a danger to themselves and others...I yelled out "Lights" as they passed by, they waved thanks and turned them on...Another driver in a dark gray SUV with zero lighting passed by, I flashed my head beams to alert him/her...This jackass didn't even thank me, even though I might have saved them from having an accident. LOTS of people out there who should be taking buses, INSTEAD of driving IMO!

perhaps the gentleman's light switch went bad and had no chance to run with anything other then DRL's ....completely black is a suicide~....honestly REX to agree that the dumbing down of us and frankly should REMEMBER that my lights are on tho it may be daytime (for safety)...come racing through at 45 without even looking...and into a parking lot ....with kids onboard....jeeZ....perhaps someday they will live long enough to learn patience and what it takes to share the world with THEM~
Joelyn, check the switch on top of your steering column. That likely got bumped, turning your parking lights on. Your 2000 Outback doesn't have daytime running lights.

I have a '00 Legacy Outback. It DOES have DRLs! Insurance deduction...
The little switch on the steering column, behind the steering wheel, controls your parking lights. You can switch it to have them on all the time - but be prepared to have a lot of dead batteries!
Oh, and the 2002 Subaru Outback Sport DOES have daytime running lights!
