vehicle hesitation

Hi, my toyota corona hesitate after starting in the morning and at about 40kpm.
What could the problem be?

The engine hesitates when cold? Maybe it needs a tuneup. If you live where it is extremely cold you may just need to warm up the car for a few minutes/

i tried warming it up for about 5 minutes this morning and it moved fine, the 40mph hesitation was not felt. So whats the problem
