Nees to have someone test to see if voltage is being sent through the ignition switch.
I ran a tester through the relay switch and its only supplying 5 to 6 volts of power
I cant remember if the signal from the switch is suposed to be 5v or 12v. Check the relay's ground side.
It may be the contact inside the ignition switch too ? I had a similar problem with my 90' so I hooked a push button up to a relay and start my truck that way

My 4runner did this. New starter, nope. New battery, yes.
I have a 93 Toyota everything is new but i still have no power to the starter my only guess would be a inline fuse anyone knows of this inline fuse and where abouts?
This could be a neutral-safety switch problem. If it not adjusted properly, you will not get juice to the relay and starter. The neutral-safety switch is mounted on the right side (passenger), of the automatic trans. Place the shifter to the neutral position, loosen the bolt/screw on the switch, and adjust it so the line on the switch lines up with the squared lines of the shifter shaft. I tried this on my '91 Toyota PU, with improved results. I think the shift mechanism gets worn, and gets out of alignment with the switch.

I have a 90 and have the similar problem I changed starter, battery, relay, opening relay, tested clutch button and still will sometimes start with key and sometimes will not. When it does not start I see a draw of power before it gets to starter. Still Looking for answers
