will rear control arms off of a 1972 chevelle fit on a 1973 chevelle?

I doubt it. The Chevelle underwent a redesign for the 1973 model so I don't think they would be compatible.

Nope. Look to the 77-96 Caprice/Impala SS for suspension parts. They used a stretched version of the 73-77 A Body & most everything will swap over.
